Independent CMMS & EAM advisory for healthcare and public agencies.

Vendor-neutral requirements, selection, and implementation oversight. No software to sell.

Tim Shirley, CHFM. 25+ years in healthcare facilities, including interim Director of Plant Operations at multiple hospitals.

I don't resell, implement, or partner with any CMMS or EAM vendor. That independence is the entire point: the agency gets requirements and a selection driven by its own needs, not a software vendor's roadmap, and a process that holds up to audit.

What I Do

You either own a system that isn't working, or you're about to buy one.

Assess what you have

Work order system assessment
An independent read on the system you already own. Configuration, asset data quality, PM completion, and actual field adoption, scored against how the system was meant to work. You get a prioritized fix list, not a replacement recommendation you did not ask for.
Preventive maintenance program design
PM schedules built from manufacturer, code, and regulatory requirements rather than inherited guesswork. Structured for survey and audit defensibility in regulated environments, and configured to run inside the system you have.

Define and select

Needs assessment & stakeholder discovery
Structured interviews and working sessions with maintenance, operations, IT, finance, and leadership to surface real requirements and pain points.
Functional requirements development
Traceable, prioritized requirements documented as a single source of truth, built for direct use in an RFP and later evaluation.
Vendor-neutral system selection
Evaluation frameworks and scoring matrices that keep the selection objective and defensible.
RFP development & procurement support
Translating requirements into clear solicitation language, evaluation criteria, and scoring methodology.

Get it live

Implementation oversight
Owner's-representative support through data migration, configuration, testing, training, and change management.

Selected Experience

National Healthcare System: CMMS Selection & Implementation

130 specialty and rehabilitation hospitals.

Served on the four-person corporate team directing plant operations across the national portfolio, leading CMMS selection, requirements gathering, implementation, training, and post-go-live support.

Northeast Health System: CMMS Implementation & Compliance Programs

13 hospitals, including a flagship campus exceeding 3 million sq ft.

Led daily stakeholder engagement, built compliance work orders and maintenance workflows from scratch, authored requirements and planning documents, and served as implementation lead through go-live and beyond.

Multi-Site Standardization & Interim Leadership

Corporate and site-level plant operations, healthcare.

Standardized maintenance programs, asset hierarchies, and compliance workflows across sites operating on different systems and local practices. Served as interim Director of Plant Operations at multiple hospitals, running the programs day to day rather than advising on them from a distance.

This is the throughline: discovery first, a requirements register the agency actually owns, and a selection process built to survive scrutiny.

About

I'm Tim Shirley, principal of Datum Asset Advisory. For more than 25 years I've worked in facilities and asset management: selecting and replacing CMMS and EAM systems, developing maintenance programs from the ground up, leading implementations, and supporting organizations through go-live and beyond.

Much of that work was for large healthcare systems: among the most demanding facility environments there are, where uptime, compliance, and 24/7 operations leave no room for a system that doesn't fit. I bring that full-lifecycle experience to healthcare and public agencies alike: K-12 districts, municipalities, and higher education.

The constant across all of it: I work for the owner, never the software vendor.
