I don't resell, implement, or partner with any CMMS or EAM vendor. That independence is the entire point: the agency gets requirements and a selection driven by its own needs and a process that holds up to audit: not by a software vendor's roadmap.

Traceable, prioritized requirements documented as a single source of truth, built for direct use in an RFP and later evaluation.

Evaluation frameworks and scoring matrices that keep the selection objective and defensible.
RFP development & procurement support
Translating requirements into clear solicitation language, evaluation criteria, and scoring methodology.
Implementation oversight
Owner's-representative support through data migration, configuration, testing, training, and change management.

National Healthcare System: CMMS Selection & Implementation

120+ specialty and rehabilitation hospitals.

Led system selection, requirements gathering, implementation, training, and post-go-live support across a national multi-site portfolio.

Northeast Health System: CMMS Implementation & Compliance Programs

13 hospitals, including a flagship campus exceeding 3 million sq ft.

Led daily stakeholder engagement, built compliance work orders and maintenance workflows from scratch, authored requirements and planning documents, and served as implementation lead through go-live and beyond.

CMMS Replacement: Large Mid-Atlantic Public School District (2026–present)

Advisory lead, subcontracted to the prime.

Leading requirements development, vendor evaluation, and RFP development across the district's facilities portfolio. Ran structured stakeholder discovery, built a prioritized functional requirements register as the single source of truth, and developed the evaluation criteria for a vendor-neutral selection.

This is the throughline: discovery first, a requirements register the agency actually owns, and a selection process built to survive scrutiny.

About

I'm Tim Shirley, principal of Datum Asset Advisory. For more than 25 years I've worked in facilities and asset management: selecting and replacing CMMS and EAM systems, developing maintenance programs from the ground up, leading implementations, and supporting organizations through go-live and beyond.

Much of that work was for large healthcare systems: among the most demanding facility environments there are, where uptime, compliance, and 24/7 operations leave no room for a system that doesn't fit. I now bring that full-lifecycle experience to public agencies, currently leading the CMMS replacement for a large Mid-Atlantic public school district.

The constant across all of it: I work for the owner, never the software vendor.
